go to Layer >> Layer Style >> Outer Glow

The drawing is ridged in some places, but you did a good job despite that. Work on having finer lines for the body, and it'll be perfect!

its supposed to be in that style, but if you know how to make thin lines i'd be more than glad to see you show me how.

Unfortunately, I couldn't draw to save my life. I'm an expert on art history, and I could tell you just about anything you need to know about art, but ask me to draw and you'll seriously regret it. Sorry if I came across as an expert with art when I'm really not.
