Definitely not in the manga. Kurogane doesn't even notice her when she comes out in that outfit in the manga. He was busy hanging stuff up.

Like many of you and Fai, I can't whistle either, so instead I say Hyuu
Although I used to whistle using my singing voice and say wheet woo XD
So when I started using Hyuu everyone around me was already used to my strange whistling.
There are times when I can actually whistle and I get all excited that I wish that I really was like Fai and could perform magic :P

Really, they did! And of all people, why would KUROGANE say "hyuu"? He's the one who is always ranting and raving about it!
